A memorial service was held on Sunday, December 7, 2003, at Magnolia Cemetery in Soldiers' Ground, at 4:00 pm. Family, friends and co-workers attended. Reenactors from several local groups fired a 3-round rifle volley in his honor. "Black Roses" of the Order of Confederate Rose presented the family with long stem roses. His wife Sheila was presented with a Confederate Flag.

Johns Island man killed in head-on crash 
Staff report 

A 38-year-old Johns Island man died (12-4-03) Thursday morning after his pickup truck crashed head-on into a tractor-trailer at the base of the new John F. Limehouse Bridge.
The 4:10 a.m. crash occurred on Main Road on the Charleston side of the Stono River. 

William "Billy" Victory was driving toward Johns Island when his 1997 Dodge pickup crossed the center line and veered into the path of an oncoming rig carrying an empty flatbed, authorities said.

Victory was pronounced dead at the scene, said Charleston County Coroner Susan Chewning. 

The tractor-trailer's driver and a passenger in that vehicle were not injured, Charleston County Sheriff's Capt. Dana Valentine said.

Deputies are still investigating the accident and have not determined why Victory crossed into the path of the larger truck. Despite the rain, weather does not appear to have been a factor, she said.

The accident shut down traffic on the Limehouse Bridge for about two hours while workers cleared away debris. 

The bridge opened to traffic at the end of June. Curtis Brice, a resident maintenance engineer for bridges with the state Transportation Department, said the crash wasn't close enough to the bridge to damage the span.
